Those units of Enforcers that Crouch sent out to murder Sleepers would have had a Lead Enforcer for each. I'm making a list, using the information from the turncoats.
I want to have my people kill the Lead Enforcers, the ones who didn't change sides partway and come over to us.. I know you'd prefer trials, but right now I think to the people committing these crimes, trials don't feel like a terribly immediate threat. I think we want an immediate threat to those who are willing to commit atrocities.
Downside: it also lets them know we're willing to use assassination, and they may pull back to safer spots -- their own Fidelius'd houses, Buckingham, etc. That said, Dolohov and Crouch are certainly aware of what their own trainees can do. It won't be news to them.
