So the information and materials were dispensed among the women themselves, you see. Even if they didn't have a healer--or a veterinarian--available at the birth, they would have the know how to keep the area sterile, and to cut the cord with something that wouldn't spread disease. Better outcomes, you see.

The program has saved lives, more workers for the Protectorate, you see. Very convenient, for very little extra cost.
